Project uses a mix of pyproject.toml and setup.py + setup.cfg. Migrate to fully pyproject.toml and use hatch as the build tool.

  • Replace setuptools with Hatch
  • Use hatch-cython to build 2 x .pyx modules
  • Use hatch-vcs for dynamic versioning from tags
  • rm Manifest, manage in toml
  • Move top level jcvi project into src dir
  • Check that python -m can find the module after pip install
