[TASK] Fix Asset Percent allocation

Overview

As a customer, when I request a service I want to declare what asset ids.
As an Operator, when I approve a service request, I will allocate x% of the assets requested by the customer in their service request.

Notes:

1. During the request flow, if a selected operator does not have at any of the selected assets, this operator should not be selected.
2. During the approval flow, I specify x% of the selected assets to be exposed/allocated to that service instance.
