resolve stern-fluentd build plugin issue

It appears to be working for now but we need to sync the versions of elasticsearch, fluentd, fluentd plugin, etc.

@codyhammock @joestubbs I propose that we remove the stern component. I don't know that anyone uses it and it's never really worked very well.

I have a new version of the stern fluentd plugin that seems to work better for getting logs into elasticsearch. I do think we need a larger effort to revamp monitoring, document how it works, and test the basic functionality.
