libgtk-3-dev is installed

You sure? The very same error message you state in this issue's title disappears by installing exactly this package on Debian testing x86_64 ("amd64") here.

I'm having the same problem on ArchLinux when compiling the package from the AUR. The configuration script fails with

checking for GTK... no
configure: error: gtk+ >= 3.0 is required

but I already have the gtk3 3.20.9 package installed. Note that ArchLinux packages already include development headers.

Hi,

connman-ui is not maintained anymore.

Could you try using https://github.com/jgke/connman-gtk instead?
It's much more up-to-date, better integrated etc...

Nice! I'll probably try to maintain that one instead. That would certainly drive fewer people to this repository.
