Sign in: after Google SSO, remain on sign-in screen instead of sites screen until restart

Description

After logging in with Google identity I remain on the sign in screen instead of progressing to the app. If I restart the app I go immediately to the Sites screen.

I haven't found a way to reproduce consistently. I cleared the app storage and this issue doesn't occur.

1. Go to device sign-in screen
2. sign in with google
3. see issue

Triage notes:

• I've seen this happen if there is an error with sign in first. Could try to get a more consistent repro (take down the backend, then restart it)
• @knipec to spend no more than an hour or two trying to get a consistent repro
