Sites/Projects list: make title, search, filter, and offline alert unsticky

On sites screen and projects screen, in the bottom sheet, the title, search, filter, and offline alert are sticky. As a result they are always visible when the user is scrolling through the sheet, and the real estate for viewing sites/projects is diminished. Make the content not sticky, so that it scrolls with the rest of the sheet contents.
