Operation GHOST Service Mode Crash

Detailed description of issue: Any time you try to go to the Service Mode the game crashes with the attached screenshot error.
Reproduction details: Set a key for Test Mode, hit key when loading game, get error

This issue can be gotten around by utilizing the TPUI Test Mode flag

However, this access violation still occurs on trying to Save dip settings. (The settings DO save, so this might not be the end of the world)
