PipelineRun details page design updates

This issue will be used to track work on the new PipelineRun details page design updates. For now it serves as a central reference point for some of the existing related issues.

Many of these would greatly benefit from design input as the current design cannot easily accommodate the additional content without negatively impacting on user experience. One of the overarching themes through many of these items is:

• improving information hierarchy, much useful content buried in multi-level deep tabs

  • select a task / step near the bottom of a long task list, browser doesn't automatically scroll back to top to see the tab headings
  • similarly, when loading a failed PipelineRun, although we automatically select the first failed step, it may be displayed below the fold in the task tree
  • we need a better way to display the list of tasks, some options we've discussed in the past:
    • use the DAG visualisation
    • more condensed tree view
    • dropdown
    • ?

  • additional work required to display matrix.include.displayName and also support for introduce an option to parameterize displayName pipeline#7200 and/or Configurable displayName for a Matrix TaskRun pipeline#7082
• audit status icon use (also related to Skipped tasks shown as pending #2293)
• pipeline task display name TEP-0047: Pipeline Task Display Name #2792
• pipeline task description (related to display name which was added in 2792)
• consistent display of duration Show duration when task (task step) is running #3767
• consider markdown support for display name / description Markdown in displayName #3804

These are some of the issues currently being considered as part of the design effort.

There's also quite a bit of overlap here with the TaskRun details, so many of these changes will benefit that page too.
