Members missing after migrating basic group to supergroup #28954

Steps to reproduce

  1. Used messages.migrateChat
  2. New supergroup should have all my old group member, but in reality it lost about 25% of the members.

Expected behaviour

I don't understand why members are "lost" in the migration process. These members are active accounts controlled by real people. I learned about super groups not long ago but know I'm not sure if migrating is the best since I'm losing members.

Actual behaviour

  1. Used messages.migrateChat

  2. After migration, my 200-member group only has 150. I contacted some missing members and they can rejoin. But they don't even know where did the group go and why they got "kicked out". It happened with 2 groups I have with 79 and 200 members, smaller groups of <20 members seem to be okay.
