Feature request: Retry with delay

Thanks for sharing this useful provider. I'm running into an issue where the server is regularly rejecting the SSH connection on the first attempt. If I retry by running terraform apply again, it works, but I would love to avoid that.

Could an automated retry feature be added to attempt the SSH connection X number of times before giving up?
