Add 2 new subrepos on Terra, being terra-mesa and nvidia retrospectively. These 2 repos will only contain Mesa and NVIDIA drivers, with a lower priority so DNF takes predecence of these repos over RPMFusion or any other 3rd-party repo.

We will also add more repos for other major breaking packages later on
