I believe it could be useful to have the item section left blank and still benefit from the nbt section.
Solution(s)
Just like you can have tags in the item section (e.g.: #c:tools), we could have some indicator or something for blank items, so the quest can focus on the specific nbt.
Describe alternatives you've considered
With what we have now, we need to either subdivide the task or change what we're looking for entirely.

I play with the daedalus_dev rpg series, and a lot of the weapons don't actually have the #c:weapon tag, so I can't simply set up a "acquire a weapon with XXX enchantment". (Yes, I understand I could try and find a way to either add the tags manually, but still).
Despite this, I think this option could be useful in more situations than just this one.
