Report a summary of results when output is too large

Describe the feature

When a plan runs and the resulting output is too large for the comment, it would be good to see some type of summary or indication of the changes that will be applied. Currently the output only says No output shown due to comment size. so it's impossible to see what operations are going to be performed

Even something simple like the final summary of the plan would be good, for example:

Plan: 2 to add, 1 to change, 1 to destroy.

Why is this feature important?

Without a summary of changes, we cannot confidently run an apply
