Sorry for putting this as an issue, but I do not know a better way :).
I have the very similar Precision 5550 which is kind of an XPS 15 9500.
Those models both have sleep issue that does not go away with the BIOS settings you mentioned.
Can you please share a dump of your BIOS files and put it in this repo?
I have decompiled mine and I am hoping to find the difference and patch mine, since Dell has not fixed this in the last 3 BIOS updates, they seriously suck!

Would be great to give looking at that a try.
These laptops are great but not without sleep....
