the bluetooth works when i start up windows first and switch to MAC os immediately.

It might be your Bluetooth card is still alive, and the firmware is sill in the card. It’s the principle of RAMUSB.

Actually, in my NUC8i7BEH (which has a Intel AC 9560 Wifi/Bluetooth combo card soldered on the board), bluetooth works fine if I first boot into Windows/Linux and does so until the power cord is disconnected from the machine. It seems that the firmware is preserved even after a complete shutdown, as long as the power cable is connected.
Is there any chance this kext will work with this chip (after somehow finding the correct firmware file) or are we talking about something totally different?

I heard that in macOS the Bluetooth driver is a universal edition. It means you can use Bluetooth even if the card isn’t Broadcom card. But the Brcm one will have a better performance (with some improvements I think).
But the part of WiFi, the drivers are all special editions, so unless the new Mac Pro use this card, all intel card couldn’t use WiFi.

I am not talking about wifi, just bluetooth. Any idea how to get the firmware uploaded after a power off?

Sorry I don’t know whether there is a way to inject intel Bluetooth firmware.
Maybe this kext could do this ... ?
