unmatched structure between new & old Dropdown lists

in this page http://nouabook.ma/fr/deputes, the dropdown lists are using <select> tags, meanwhile in the
vos-depute-es.html provided, it's using <ul> tags

Please, redo the code inside vos-depute-es.html, so the dropdown lists fit the structure used inside http://nouabook.ma/fr/deputes

I tackled this with another lightweight plugin (https://github.com/hernansartorio/jquery-nice-select).
I think it works nicely. Let me know if we can apply this to all the selects in the site.
