- Adds `FIREBASE_INCLUDE_{FUNCTIONS,STORAGE}` defines to the `cmake` build.
- Includes corresponding header files in the nuget package.
- Includes generated libs in the nuget package.
- Removes `upb.lib` which appears to no longer be generated.
