Acceptance criteria:

write policy: we will store your email in order for you to be able to log in
show privacy policy when user create an email account Email login #60
allow to add custom policies and override existing: list them in settings and provide policy in a separate file
make sure that admin has overridden template policy when email login is being enabled
document adding custom policies

Needed for #60 and #133
