Tags for hidden items are displayed

Version 2.78 but likely earlier as well.

I have a number of categories that are hidden if you aren't logged in.

Just noticed that if a tag is used only in a hidden item the tag still displays in the tag cloud. When you click on it, it (correctly) doesn't display the item, which is good.

However having the tag visible but no result available is confusing and is also a clue to hidden data.
