Need to pin boost to 1.67 for nextpnr-ice40 #615

Nextpnr-ice40 has a binary dependency on this specific version of boost (1.67) and needs to be pinned in requirements. Otherwise make gateware fails.

conda install boost==1.67 fixes this issue.
