Click on one of the "translation" or "comments" column heads
Select "New translation/comments" from the pull down menu.
Complete the form with details of the new commentary. In my case this was Tan Jiefu 譚戒甫. 公孫龍子形名發微. 中華書局, 1963.
Click the radio button for "comments" (The default is "translation")
Click "save"
I expected that this would create a new comment field, but when clicking on the translation column head the pull down menu had three copies of "Comments to transl. by" with no other information. Clicking on one of these brings up a different (empty) set of comments by Christoph. As a work around, I created a new "translation" hoping that it can later be changed into "comments"

Thanks for reporting this. It seems that the reloading after the creation of a new comment did not work properly. I will have to look into this issue and if nothing else works force a reload of the page. As a workaround, you can manually reload the page and should see the new comment (or translation) just created.
