[1837] Can scrap a train without the means to buy another

In phase 2, UG1 minor had two x 2T. It was allowed to scrap a 2T, even through it didn't have the cash to buy a train (and buying across is not yet allowed).
The rule is "A company that already owns the maximum number of trains allowed ... may voluntarily surrender one or more trains in order to buy further trains."

Okay, I can block passing and EMR if you surrender a train.

Notes for me: I also have to verify you can't surrender a second train. Its only when at the train limit.
