Old Ids are not being created for new groups

Old Ids are not created for the newly created groups. Topgear team has reported the issue.

Ex : Group with v5 Id a12f6c04-3cb1-421a-b728-f330266f77af has been created but no corrosponding old id has been created

Below errors were seen in group api logs

oldIds are created by the legacy processor. Has anyone looked there yet?
