As a municipal worker I want to know how many [important objects] are located in my neighborhood so I can compare that to other neighborhoods of the same size.

GIVEN a user is on the map page of the UI
WHEN the user selects by geographical region and orders by count
THEN the UI should return a list of most frequent items in geographical region
