gl.h is required to build the OpenGL part of PyQt5 and should be enforced early on. See: http://askubuntu.com/questions/306703/compile-opengl-program-missing-gl-gl-h

libgl1-mesa-dev

(We actually don't package this part of PyQt5, but for now we build the full thing for simplicity sake.)
