Add angular tsconfig

I'd like to request that @tsconfig adds a angular base tsconfig.

I'm aware of this issue: #19, which was closed in 2020.
The issue mentions that they (the angular project) are likely to do this in-house.
We're in 2025 now, 5 years later, and there's no such base tsconfig (to the best of my knowledge).

Hence, I'd like to re-submit a request to do so.

The use-case is a mono-repo in which there is a single version of angular for all projects.
The @tsconfig/node base is already in use in this repo and the @tsconfig/angular base would be a excellent addition.
