Kanata assertion that Karabiner driver is running

Kanata requires the Karabiner HID driver to be running.

I should either figure out how to implement this in nix (unlikely, as it needs permission to act as a system extension) or add a config option that is just "yes I set up the driver" that is asserted to be true.
