Currently we are only allowing users with the Instructor course role within ComPAIR to setup the course+assignment links on LTI launches. We should consider allowing TAs to do this as well (at least the assignment links).

Note there hasn't been to much/any demand for this so far but it could help TAs who are setting up content for the instructor or TAs who want to run tutorials using it.
