Upgrade OS from RHEL 7 to Rocky 8 #616

RHEL 7 is no longer receiving security fixes, so the underlying OS should be upgraded to Rocky 8 (like the rest of the cluster).

Consider using Rocky 8 in the Docker environment (currently Ubuntu).
Get new boxes for the production instances and rebuild the application there.
- Upgrade Python.
Take a downtime, and migrate to the new machine.
- PostgreSQL database
- Logs?
- Set up back up locations, mounts, etc.
Contact SVM, etc. to cutover to the new box.
