  • Ensure "closing soon" e-mails don't go out before the welcome e-mail
  • Ensure "closing soon" e-mails don't go out even when "do not e-mail" is set

This is based on a demo where Jeremy and others in DSS IT received a "Support Call Closing Soon" e-mail when they never received the "Welcome" e-mail. The support call was started 11/28 and was due 11/30, which may be part of the bug.
