In sentence 13, is -miş adding the meaning of evidentiality or past tense?
A response to a test like whether the is the cardigan is still at home would help. Or is it ambiguous—and if so does it matter for translation? (I think either way in Kyrgyz we end up with a similar structure, so maybe it doesn't matter, but it would help to know which.)

It is ambiguous. It can still be at home (my default reading).
I do not think this matters for translation. The main point of this sentence, I think, is the TAME affixes attached to the question particle (or after the question "affix", if it is not split from the predicate in the writing conventions.).
