Add upcoming weather command

Quickly viewing a summary of weather over the next few days is really helpful for planning when to test. An app command that could communicate with an external weather API and print the next times that it will be raining in Gainesville would be really helpful! Additionally, it'd be great if the command had an optional flag to send the message to the current channel publicly (rather than being just an ephemeral message)
