Create status GUI for NaviGator

What needs to change?

We should have an HTTP GUI interface that would allow us to quickly see the status of NaviGator and interact with it. Example parts of the interface would include:

• The current position
• The status of kills
• The status of sensors (ie, sending data or not)
• Controls to move NaviGator

How would this task be tested?

1. Ensure that the GUI is launched and works. We should probably add test cases as well.
