Ask user for his intentions is displayed twice. Is it optional/mandatory?

@milanmajchrak is that an issue with fresh install or is this introduced by data migration

It could be related with this: dataquest-dev/dspace-angular#776 and it seems to be UI issue, not related with data migration.
