If I choose data/no, the only recommendation is a Public Domain mark. However, at least in Europe, Mexico and IIRC South Korea, there are database rights, which can be licensed by the CC licenses version 4 or later, and it makes sense to do so. While it's not wrong to state that copyright-wise the data set is in the public domain because it's not covered, it would be more useful if the selector recommended a suitable license, like the CC licenses or the Open Database License.
