feat: publish htsget deployment to NPM

The deploy directory should be published to NPM to support other applications that want to deploy htsget-rs using CDK.

A few changes/considerations for the current CDK stack:

• The stack should be converted to a construct.
• Allow the RustFunction to access code from crates.io rather than just locally compiling htsget-rs.
• Ideally the user should be able to use typescript props to configure htsget-rs, rather than a TOML file. #294
• There should be reasonable defaults for things like resolvers that consider AWS S3 access policies. #295
