Golang-ci linter update

Local linting is failing so updating golang-ci linter to fix errors caused by references to an archived repo within it. This was fixed in 1.60.2.

After updating the linter version the local run of make lint passes:

/Users/drew/go/bin/golangci-lint run --timeout=10m ./...
helm lint --strict charts/region
