Initiators: Research and prototype CMR trigger options (Subscription)

Research options in CMR to get notified of new events/products. CMR has a feature called "subscriptions":

With this feature, a user can log into EarthData search, select a collection, and create a subscription for new granules that get ingested into CMR.

Currently subscriptions are broken in CMR. I've submitted a ticket into CMR which can be tracked at:

https://bugs.earthdata.nasa.gov/browse/EDSC-4204

Currently BLOCKED since CMR is working on a JIRA ticket (see above) that blocks this.
