Automate creation of roles/policies needed for token generation

need to work with U-CS to define the procedure for generating the role and policies that the token generation is built on.

step 9 here points to a script that gets run upon a venue setup. We probably just need to add certain roles/policies to that script.

@mike-gangl , I think this issue is complete, because I can't think of what problems we are currently experiencing related to "token generation". Perhaps I'm forgetting something. Do you think this ticket can be closed?

Also @hargitayjpl did some restructuring with respect to the roles/policies script, and perhaps that's what was accomplished here, so @hargitayjpl please let us know if you have any information that might solve the puzzle to why this ticket is open :)

@galenatjpl Not entirely sure what 'token generation' refers to, but I can confirm that the roles/policies script has been running smoothly across all venues without any issues.
