Convergence of Management Console and NavBar

• do NOT hard-code the mgmt console link into the navigation menu (people should not casually go to the MC)

Later:

• redesign MC to simplify flow and integrate with MDPS navbar
• implement updated MC UI

• in a new venue that is set up, MC is auto-installed along with navigation bar
• MC has navigation bar on top of it
• Health Dashboard item in the navigation menu works
