XML template FTP URL does not work

Hi there,

On GitLab, ftp://ftpext.usgs.gov/pub/cr/co/golden/shakecast/ShakeCast_Workbook/ShakeCastInventory.xlsm is listed as the URL on which to "Download an Inventory Workbook here and create your initial inventory."

Unfortunately, this URL seems to be timing out for me, both on my local network and when running in on a VPS. I'm using cURL:
