How to get images that PDF reference in XML refer to? #28

Hello - sometimes in the FR XMLS, we will have a statement like:
[Please see PDF for image: <<image_name.extension>>]

How can I get access to the underlying image please?

Example:
For [Please see PDF for image: EP17AP20.000.png]
https://s3.amazonaws.com/images.federalregister.gov/EP17AP20.000/original.png is available

But for
[Please see PDF for image: ER09JA12.005.png]
https://s3.amazonaws.com/images.federalregister.gov/ER09JA12.005/original.png gives an error!
