Overall, excellent work. If memory serves the last strategic plan did not have such concrete goals (i.e. "our goal is to digitize everything"), so I like that the goals you're setting in service of your strategic objectives can be measured rather easily.

On that note, this one strikes me as a little hard to measure: "By FY 2025, NARA’s data will be used as a primary data source by at least 15 external sources."

I'd encourage you to think about exactly how this will be achieved and measured.
