Draft new page for USWDS site that details the new engineering values as discussed in the October Monthly Call. Have fed team review and approve and then hand off to development for build.

Hi @annepetersen and @heymatthenry , here's the draft for the new Engineering values page. I pulled everything from the October call script. Please review and edit as needed. Also need a new intro at top of page. Only needs to be a couple of sentences. I looked at the script but didn't see a fully clear piece that I felt I could use for intro. Will be emailing more details about timeline for this.
