[Feature]: change check for similar dispatch strategy to use the hash of the strategy

Currently when a transfer is submitted it will not be allowed if there is already a transfer setup between the party and the same set of constraints. When it involves dispatch strategy it currently checks only a small subset of the strategy fields. The requirement is to change this such that it will not be allowed to setup multiple transfers from the same account, same asset, and identical dispatch strategy.
