Design a way to deliver a user guide and release notes

As a Beachfront User I would like to deliver the user guide and release notes with the software and have them available at all times as reference
Req from PZ docs:

Write all documentation in Markdown
Build the docs using asciidoctor (I'm not saying that's what we should use, but i don't think it matters which tool we use)
Deploy the docs in web form to PCF along side the app using the staticfile_buildpack (edited)
