ODIN_II: Fix coverity issue CID 201853
libtatum: Updating libs/EXTERNAL/libtatum/ (external git subtree from https://github.com/kmurray/tatum.git master)
This allows vpr to be built on M1 MacBooks. For this to work, you need
tbb@2020 from Homebrew.
I was able to build the software using this CMake command:
TBBROOT=$(brew --prefix)/opt/tbb@2020/ cmake -DCMAKE_BUILD_TYPE=Release -DVPR_USE_EZGL=OFF -G Ninja -S . -B build
This commit has a bunch of cleanups piggybacked onto the baseline parallel router: * Use RRNodeId where possible * Remove dead code and docs left from breadth-first router * Fix nondeterminism in parallel tatum * Fix performance penalty from NetPinTimingInvalidator

libtatum in VTR and this repository have diverged over the past 4 years. Pushing back the VTR changes that currently are not in this repo.
I used
git subtree pushin order to keep the authors of the commits the same.I was able to build tatum in serial mode, but the reg_test script does not seem to work; so I cannot verify if tatum works out of tree, but it obviously works in VTR.
