Menu items improperly sized when zoom changes

Under specific conditions, menus (more precisely the images in menus) are sized incorrectly after changing primary monitor zoom (with monitor-specific scaling enabled).

To reproduce, you can do the following:

• Start an Eclipse product at 100% primary monitor zoom
• Either move the window to a secondary monitor at 150% zoom or change primary monitor zoom to 150%
• Context menus will look like the following:
