VIPM should not impose "TopMost" behavior when VIPM is no longer the active window #51

Short Description of the Bug (in one or two sentences)
When I'm applying a package configuration, or building a package... if I move my attention to another program (Browsing, Email, Slack, etc), I expect VIPM to respect that choice and not impose top-most behavior.

VIPM Version and Build:
All versions of VIPM.

Operating System Version:
Windows 10, Windows 11

Steps To Reproduce

  1. Apply a package
  2. Start writing an email or a Slack message
  3. VIPM will grab the attention multiple times

Expected behavior
Same behavior but only if VIPM (or maybe LabVIEW) is selected. For all other apps that have my attention, I want VIPM to stay in the back until I bring my attention to it again.

Anything else you'd like us to know?
I have a hard time writing this bug report... since VIPM constantly grabs the cursor.
