Throttler: refactor stats variables #15574

Description

A minor change, creating some dedicated stats variables instead of creating the stats on the fly (stats.NewCounter vs start.GetOrNewCounter) where possible. Some metrics still created dynamically as their name is dynamic.

No issue. Just general cleanup/refactor.
